So these are the phones that I think should fit in to this category and are worth buying in this price range.

The Noir X25 is and Ideal choice in this price range, It offers a 4 Inch display which is quite enough for a normal user, A Dual core processor and a 512 MB RAM which is not extremely powerful but will get the good done. The key feature which separates the X25 (and X11) from the others is the 3G network support with Android OS. The X25 comes with android 4.4 KitKat out of the box, a 3.2 MP camera, a front facing camera, Wifi and many other features. So if you are the type of user who need a normal and not huge display, and 3G network support is must for you and you can live with a below average camera for that, The X25 will be an ideal choice for you.
Lets put is this way, If you want a phone with 3G support and you cannot afford the X25 and you can live with a smaller 3.5 inch display, This is the phone for you. Thou, I will recommend that you should save a 1000 Rs. more and go for the X25, but if you can't, you can buy the X11.
The Nokia 502 has a 3 inch screen, A 5 MP nice camera with LED flash, cool design, fast and responsive UI (OS) and a lot of different colors to choose from. The Nokia 502 is the best Camera phone for price under Rs. 10000. SO if you are the type of user who wants a good camera, a reliable phone from a known brand such as Nokia, a fast and quick responsive UI and touch screen and you can live the the small display on the Nokia 502 and no 3G support and small internal memory. The Nokia 502 is a good choice for you.
The Nokia 500 is a budget/affordable touch screen phone from Nokia with premium glass finish and sturdy built. It features a 2.8 inch display which can be small for some users special with people with larger hands, a 2 MP Camera which is alright and can take some good images in perfectly lighted conditions. So if you do not have much to spend but need a touch screen cool looking phone which is fast and responsive with decent battery and you can live with a 2.8 Inch screen, this is the phone for you.
P.S If you want a phone with same specs with DUAL SIM functionality and you can sacrifice the 2 MP camera over a 1.3 MP Camera, You may also like the Nokia Asha 230.
